Every PC has a weakest link. The question is whether that link actually limits your gaming experience.
Your GPU renders frames. Your CPU processes game logic, physics, and tells the GPU what to draw. If one finishes its job much faster than the other, it waits. That waiting is the bottleneck.
At 1080p, the GPU finishes frames relatively quickly (fewer pixels). The CPU becomes the limiting factor because it has to keep up with more draw calls per second. Move to 4K, and suddenly the GPU is working much harder per frame while the CPU workload stays roughly the same.
This is why the same RTX 4090 paired with an i5-12400F might bottleneck badly at 1080p (CPU can't feed it fast enough) but run fine at 4K (GPU is working so hard the CPU has time to keep up).

How the bottleneck estimate is calculated.
Data source: GPU and CPU scores are from UserBenchmark aggregate benchmarks. These are synthetic composite scores, not game-specific framerates.
Calculation: The ratio between GPU and CPU effective scores is compared at each resolution tier (1080p, 1440p, 4K), with GPU weight increasing at higher resolutions. A ratio below 0.8 or above 1.2 flags a bottleneck.
