The technique behind zalgo text.

Unicode's Combining Diacritical Marks block (U+0300 to U+036F) holds 112 marks designed for languages that need accents, tone marks, or other annotations above or below base characters. Vietnamese, French, and Czech all use these marks in normal text.

Zalgo text exploits the fact that Unicode allows unlimited combining marks per character. Stacking 10 or 20 marks on a single letter causes the text renderer to draw them all, creating the visual overflow effect. The text itself is valid Unicode. It just uses more combining marks than any real language needs.
